Let's start First of all download Android SDK Manager from Here which is suitable for your computer.
After downloading install this software in your computer and always select the latest version from packages.
now download any android sdk file from Google play which you want to run on your computer.
Now click on start button it ask you to change the screen resolution.
Just change it, now your mobile android operating system running on your computer.
Go to command prompted type the path where you installed Android SDK manager.
now type the command which leads to platform-tools. you can check where your command tools is.
Like write cd android\platform-tools\ . write cd only if necessary otherwise it not necessary.
In the end just type the following command adb -e install -r yourapp.apk .
